VGM stands for Verified Gross Mass. It means the total verified weight of a packed shipping container before it is loaded onto a ship.

The VGM rule was introduced under the SOLAS (Safety of Life at Sea) regulation to improve safety in global shipping.

VGM includes four components:

  • Cargo weight: The actual goods being shipped
  • Packaging weight: Boxes, wrapping, strapping, etc.
  • Dunnage/pallet weight: Wooden pallets or any load-bearing material.
  • Container tare weight: the weight of the empty container itself.

Why is VGM Important in Shipping?

VGM is important because it helps ensure safe and smooth shipping operations. Incorrect container weight can create serious risks at ports and during sea transport.

Here’s why VGM matters:

  • Prevents overloading of ships.
  • Helps maintain vessel stability.
  • Reduces the risk of container collapse.
  • Improves safe cargo handling.
  • Supports proper stowage planning.

Wrong weight declarations can lead to accidents, cargo damage, and operational delays. In some cases, shipping lines may impose penalties or refuse to load the container. 

Who is Responsible for VGM Submission?

The shipper named on the Bill of Lading is legally responsible for submitting accurate VGM. A CHA (Customs House Agent) or freight forwarder can submit on their behalf - but the liability stays with the shipper.

How to Calculate Verified Gross Mass?

Calculation of VGM.

SOLAS recognises two methods. Both are equally valid - the right choice depends on your cargo type and available equipment.

Method 1: Weigh the Packed Container

The entire packed and sealed container is weighed using certified weighbridge equipment. This is the most widely used method.

1. Pack and seal the container completely.
2. Take it to a certified weighbridge.
3. Record the gross weight reading.
4. Use this figure directly as the VGM.

Example: Packed container weighs 13,000 kg on the weighbridge → VGM = 13,000 Kg.

Method 2: Calculate by Adding All Weights

Each item inside the container is individually weighed and added to the container tare weight. The weighing must still use certified scales.

1. Weigh all cargo items individually.
2. Add packaging, wrapping, and strapping weight.
3. Add pallet or dunnage weight.
4. Add the container tare weight (printed on the container door).
5. Total = VGM.

Example: Cargo (10,000 kg) + Packaging (500 kg) + Pallets (300 kg) + Tare (2,200 kg) = VGM of 13,000 kg.

How to Submit VGM: Step-by-Step Process 

After calculating the Verified Gross Mass, it must be submitted to the shipping line before the VGM cut-off time. 

1. Calculate VGM using Method 1 or Method 2.

2. Log in to the shipping line's online portal.

3. Enter shipment details: container number, shipping bill number, VGM figure, calculation method, and shipper details.

4. Submit before the cut-off. Review everything, then confirm submission.

5. Download the confirmation receipt for your records.

6. Via CHA or EDI (optional): Your freight forwarder or CHA can submit through EDI on your behalf.
